Job Summary

The Data Architect serves as a senior Data Architect for Health Data Architecture, Systems Engineering and Integration, Health IT, in the Office of Information. The Data Architect builds and refines data architecture in a complex distributed database environment, participates in data architecture, analysis, and design, focusing on and leading the areas of data migration and data integration architecture, for the Health Data Architecture program.

The Data Architect participates in data analysis and design, focusing on and leading the areas of data migration and data integration architecture. The Data Architect leverages existing data migration plans including the Application Modernization Data Migration White Paper, and the Health Information Architecture Data Migration Strategy. The Data Architect partners with other programs to architect, plan, and sponsor data migration solutions -- these partners include such programs as Standards and Legacy Support, Standards and Terminology Services, Health Data Repository, Administrative Data Repository and Dynamic Information Model.

Candidate must possess the ability to work with abstract concepts, to help clarify and refine focus of assigned work, to contribute in an evolving environment, and to discern underlying business and technical needs.

Major Duties:
As a Lead Workforce Information Specialist you will:
* Conduct studies on the design, feasibility, and implementation of new manual and automated procedures for personnel action, training data, and payroll processing, record keeping, reporting, and other decision making requirements for the government.
* Provide direction to other individuals engaged in the analysis and development data quality controls and data edits for statistical data mar and data warehouse operations like the Central Personnel Data File (CPDF) and Enterprise Human Resources Integration (EHRI) data warehouse, as the comprehensive Federal civilian personnel data reporting systems.
* Lead a staff of specialists and/or consultants and contractors engaged in the quality control of a statistical data mart like the Central Personnel Data File (CPDF) and a data warehouse like the Enterprise HR Integration (EHRI) system.
* Compile and evaluate business needs in ascertaining requirements, and recommend alternatives for satisfying the requirements for both general and specific system design for total systems.
* Develop implementation plans to include automated and manual testing and evaluation to support decisions prior to implementation of Government initiatives.
* Develop and issue specific guidance on personnel and payroll data requirements including data element standards, data reporting, and data editing in support of a statistical data mart like the Central Personnel Data File (CPDF) and a data warehouse like the Enterprise HR Integration (EHRI) system.


Qualifications

To meet the basic qualification requirements for this position, you must have:
* One year of specialized experience that is equivalent in difficulty and complexity to the GS-13 grade level in the Federal Service. Specialized experience is defined as experience that is in or related to the line of work of this position and has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position. More specifically you must have experience in conducting studies on the design, feasibility, and implementation of new manual and automated procedures for personnel action, training data, and payroll processing, record keeping, reporting and other decision making requirements. You must also have experience in analyzing and developing data quality controls and data edits for statistical data mart and data warehouse operations like the Central Personnel Data File (CPDF) and Enterprise Human Resources Integration (EHRI) data warehouse, as the comprehensive Federal civilian personnel data reporting systems consisting of several million records, and related workforce information systems.

Responsibilities:

This position involves one of the largest (people/revenue) and most complex contracts in the company.  In this new organization, the Data Base Team Lead will be an integral part of this –elite” management team who will have responsibility for the development and management of 8 separate and discrete intelligence databases in addition to a number of database derivatives.  

The Team Lead will be responsible for managing a team of 14 Database Engineers.  This team is responsible for the development, testing and integration of these databases on this large-scale system development effort for the Intelligence Community.   The efforts and results of this organization are considered critical to the continued success of not only this program, but also to the future of this agency and how it operates and produces vital information concerning national security.

The Lead will establish database design and deliverable objectives of projects/subprojects and direct staff to meet those objectives. He or she must think creatively to determine the methods and procedures to be used for certain tasks or efforts as well as for managing technical and support staff.

He or she will monitor costs and schedules work to ensure timely project completion and meet program requirements for earned value management. 

He or she will also be responsible for design, optimization, tuning and performance considerations.

The Lead will be involved in the development of a complete Data Management Solution:  architecture, product selection and implementation. 

** Candidates for this position represent the top 10% of the Data Management Arena.  This position will demand that the Lead be familiar with OLTP, OLAP and DW implementations.  This role will push the envelope of the knowledge of the most experience engineer.

Systems Developer

Amtrak, the countryęs rail passenger service has an immediate need for a Systems Developer in our technology department located in Washington, DC.  This is a full-time position.

Summary of Duties: Performs standard and advanced analysis of application systems physical database requirements; designs, implements, and maintains SQL Server databases; develops database related standards and procedures; and provides end user technical and consultation support.

Education: Must have Bachelor degree in Information Technology or related discipline, or an equivalent combination of education, training and work experience. Prefer Bachelor degree in Computer Science or related discipline, and certification in SQL Server
Database Administration.

Work Experience: Experience with the use of database tools, primarily Erwin, and knowledge of Windows 2000. Also requires experience using and an understanding of network protocols, and PC hardware and software configurations.

Other Requirements: Ability to perform problem determination, impact analysis, and problem resolutions. Must feel comfortable working in a team-oriented environment and accept the responsibility for leadership within area of expertise. Must be proactive and able to work independently on multiple concurrent tasks.

Communication and Interpersonal Skills: Effective writing, verbal and interpersonal skills required as well as the ability to develop relationships with and leverage the expertise and experience of others.
